Permission transfer on last-group removal

If the user is removed from their last remaining group and has no prior individual permission, the group's permissions (both role and file/folder permissions) are automatically transferred to them as individual permissions so they do not lose access. Users who still belong to another group, or who already had individual permissions, keep their existing access; only the removed group's contribution is dropped.
